Does this count business days?

No. All calendar days count, including weekends and public holidays. It is not a working-day calculator.

Does daylight saving time affect the result?

No. Dates are normalized to UTC calendar days. Equivalent hours are a simple days × 24 conversion, not the exact elapsed time in a local time zone.
